  • The FDA Regulates Product Safety: Under the Modernization of Cosmetics Regulation Act (MoCRA), the FDA oversees formulation safety, retail labeling, manufacturing practices (GMP), facilities registration, and serious adverse event reporting. The FDA does not require or regulate Safety Data Sheets.

  • OSHA Regulates Worker Safety: OSHA oversees hazard communication, chemical exposures, workplace safety practices, and employer compliance. OSHA is the sole authority governing SDS requirements.
