Are Safety Data Sheets Required for Cosmetic Products? What Pros and Consumers Need to Know
As a formulator and the founder of Skin Blends and Agape Wax & Beauty, I wear two distinct hats. I formulate products for the everyday retail consumer who wants glowing skin at home, but my roots are deeply embedded in the professional industry. I work daily with esthetician schools, day spas, medical spas, and salons.
Because we straddle both worlds, I am frequently asked a critical question by our wholesale partners and educators: Are Safety Data Sheets (SDSs) legally required for cosmetic products?
The short answer is: It depends entirely on who is using the product and where it is being used.
There is a lot of confusion around this topic, specifically regarding the line between FDA regulations and OSHA compliance. Let’s break down exactly what the law requires, what it means for your business, and why Skin Blends handles things the way we do.
For the Retail Consumer: Why You Don’t See an SDS
If a product is sold directly to a retail consumer for home use, an OSHA Safety Data Sheet is generally not required.
The Occupational Safety and Health Administration (OSHA) Hazard Communication Standard only mandates SDSs for hazardous chemicals in the workplace. If a retail client uses a Skin Blends cleanser or moisturizer in the same manner, frequency, and volume as intended, it does not present a workplace hazard. Therefore, an SDS isn’t necessary for home use.
When an SDS Is Legally Required (The Professional Standard)
If you are a licensed professional operating a business, the rules change completely. An SDS is generally required under OSHA when a cosmetic product enters a professional environment or contains specific active ingredients.
Here is where it applies to our community:
1. Used in a Professional Workplace This includes esthetician schools, day spas, medical spas, salons, waxing studios, and manufacturing facilities. Under OSHA, employees have a strict "right to know" about any chemicals or formulations they are exposed to throughout the workday. Because estheticians handle products in much higher frequencies and volumes than a retail consumer, a paper trail is required.
2. Formulated with Specific Active or Hazardous Ingredients Even though a finished cosmetic is perfectly safe for application, OSHA evaluates the raw components and workplace exposure levels. An SDS becomes a necessity if products contain:

SD Alcohol 40-B or Isopropyl Alcohol (frequently found in skin sanitizers and pre- and post-wax cleansers)

High concentrations of chemical peels and clinical acids

Flammable essential oil blends

Solvents used for equipment cleanup
3. Throughout the Manufacturing Process Because we manufacture Skin Blends and Agape Wax & Beauty products in-house, our production facility must strictly adhere to these rules. Every single raw material we receive from our suppliers must have a corresponding SDS to protect our blending and production team.
FDA vs. OSHA: Clearing Up the Confusion
This is the single biggest point of confusion for beauty professionals.

The FDA regulates cosmetic labeling, ingredient safety, manufacturing practices, and compliance under the Modernization of Cosmetics Regulation Act (MoCRA). The FDA does NOT require Safety Data Sheets.

OSHA regulates workplace safety, employee hazard communication, and workplace chemicals. OSHA is the entity that requires Safety Data Sheets.
